Ms. Phillips was arrested for 1st Degree Reckless Endangerment, Criminal Damage to Property, Resisting/Obstructing, and Disorderly Conduct.
A reckless driver, who nearly ran over pedestrians and almost hit a taxi cab head-on early Saturday morning, was initially able to escape from police, but thanks to video surveillance cameras, officers were able to track her down 2 days later.
It all started when the suspect rear-ended another vehicle inside a downtown parking garage as both drivers waited to exit around 2:30 a.m. The suspect was not interested in paying her parking fee, and loudly vocalized her thoughts to an attendant. The minor fender-bender and yelling attracted the attention of MPD officers who were in the area on foot.
They were talking with the suspect, asking to see her license and proof of insurance when she "stomped on the accelerator," according to one officer's report. Her car smashed into the parking arm of a barrier gate, damaging it. Officers next heard people screaming as the driver raced south on N. Frances St., jumping a sidewalk, narrowly missing pedestrians, before heading the wrong way on busy University Ave. A cab driver said she just missed hitting his taxi head-on.
"It was miraculous that (the suspect) didn't strike anyone as she narrowly missed all of the pedestrians at the speed in which she was going, maneuvering through all of the obstacles in her path," wrote one of the witnessing officers.
Analyzing surveillance video, officers were able to identify a suspect, and she was taken into custody Monday afternoon.
